We accelerated the revision of the Construction Law, and improved the system of laws and regulations. The enterprise qualification management system has been further improved, the management of individual practicing qualifications has been further strengthened, the project guarantee and credit management systems have been continuously improved, and the market-oriented mechanism of project cost has taken initial shape. The construction organization model has been continuously improved, and general contracting and whole-process consulting have been widely promoted. Employment methods that are consistent with the characteristics of the construction industry have been basically established, and construction workers have realized corporate and professional management, with more than 10 million construction workers at intermediate level or above.
